Oblivion's Foe And The Missing Spell Critical

Tidings - this is a short report that the Crafted set Oblivion's Foe only provides a boost to Weapon Critical in-game.

This contrasts with the patch notes from Update 28 which stated that the 4-piece bonus on the set provided "833 (now 857) Critical Chance."

Critical Chance is the new unified bonus that has been appearing on the most recently introduced or updated Crafted sets. It also fits in with the unified bonus theme of the overall set, which provides unified bonuses to Penetration and Weapon/Spell Damage.

Another set with the unified Critical Chance bonus, Legacy of Karth, is working as intended however. So this is a bug limited to Oblivion's Foe.

Indifferent to most of the changes coming with Update 29, and excited about the new CP system, but I'm upset that my 40-60% of my XP is getting deleted. Time, effort, real money, and emotion, spent on building up my characters, gone, with zero compensation from ZOS.

Don't get me wrong, I GET IT. I understand why they're keeping whatever our CP in 1.0 is, and carry it over to 2.0. And I understand why they're changing the scale. I'm excited for it.

It just really upsets me that ZOS has done nothing, offered nothing, said nothing, about the loss of XP we HAVE earned. And I feel like I'm being cheated. I KNOW they can do better.

I expect them to do better.

Cyrodil needs a full reset when the score resets.

Keeps, scrolls, and even quest progress if possible! There are two reasons why this is needed.

1. The faction in the lead of one campaign is usually in the lead of the next campaign. This is usually because the lead faction will have the most scrolls, keeps, and players when the next campaign starts. This can be changed if a rival pvp guild comes in and tries to take as much of the map and scrolls as they can before the score resets but getting enough players together after being so discouraged by a loss can be difficult and pretty much impossible if your faction is last. A full reset of cyrodil when the score resets would fix this and give even the last place faction a chance.

2. Cheaters, boosters, and exploiters. Whatever you want to call them there's a bunch of players who use the score reset and boosting to get easy emps. I don't really care about getting emp myself but for some players its a big deal and I don't think "rainbows" should be able to cheat the system for something that should be properly earned. If cyrodil got a full reset when the score resets these people wouldn't be able to to stack massive keep defense ticks in one campaign so they can emp in the next.

Edit for the mods. "Rainbows" in this context is not a slur against gay people. It refers to pvp'ers who help the enemy factions. I know you guys love to go overboard censoring posts but your diligence is not needed this time.

Please reset cyrodil when the score resets. My pvp guild and faction wins almost every campaign because it doesn't and its unfair to the other factions.

Wrothgar Relic Hunter: Items Spawned Inside Their Display Cases. Now unable to get the achievement.

So, this is a problem I have had on every single character on my account since the update. When I load into Wrothgar, or shortly after I load in, all Wrothgar relics I have not yet found will spawn inside the display cases in the museum. They will no longer be in their locations in the world and will not count towards the Relic Hunter or Master Relic Hunter achievements.

This is somewhat game-breaking because I cannot complete several achievements tied to collecting all the relics and am unable to unlock certain cosmetics/titles. Attached are screenshots showing two items in their display cases but not counting towards the Master Relic Hunter achievement. Until the latest update this was not an issue.

I play on a MacBook Air when I can't play on my Windows desktop. After applying the new update to my MacBook Air I've run into a couple of issues:

(1) After launching and getting logged in on PC NA, I tried to go "back" so I could switch to PC EU and do my daily crafting on that server first. But ESO closed unexpectedly as soon as I clicked on "Back." I launched ESO again, was logged in on PC NA, and tried to go "back" to the server selection screen-- and it worked.

(2) I selected the first character I needed to do crafting writs on, and was able to do two days of writs as expected-- yesterday's and today's. But when I logged out of that character so I could do writs on the next character, the character I'd just done writs on was displayed incorrectly on the character selection screen. I'm not sure how to describe it, but I'd seen it before, a few years ago-- the character was a funky geometrical shape, with spikes projecting outward. Yet the same character had been displayed correctly on the character selection screen shortly before that. As soon as I clicked on the name of the next character I wanted to load, ESO closed unexpectedly.

Has anyone else noticed these, or other, issues with U29 on macOS? Or is it just me? I just updated my MacBook Air to the latest macOS version the other day, but ESO ran fine afterward. The only other thing I updated on it was the iMovie app this morning, just before updating and playing ESO.

Should Battlegrounds have a REAL ranking system (Like some Leagues or "Levels") ?

Hi,
I love battlegrounds. Even if the proc meta is pretty annoying - we're not in Cyrodiil so no test here :D - I think Battlegrounds are fun. Yes, some players are unkillable. Yes, some player can 1shot you. But Battlegrounds aren't all about kill, most of the time these sort of players just don't play the objectives.

But, I think battleground need some "Leagues"/"Ranking" system. A REAL one. The main problem with battleground is the level of a player, and if they actually care about objectives or not. A rank system should allow "High tier" player to play with player that have the same or almost the same rank, and let the "Begginer" or "Casual" player play with each other. With this system, ranking shoud add a real "reward tier" like in Cyrodiil.

Battlegrounds are the only think that look "competitive" (This ISN'T a real competitive game of courses, we're in a MMO) so a Matchmaking based on your actual level rather than your RnG seems good for me.

What do you think ?

So... in cyrodiil, we all knew that sorcs running streak were OP - but did you know they were so OP that streak could stun you for 136 years??? 49,710 days worth of stun... relog doesn't remove it, death doesn't remove it, reloadui doesn't remove it, you can't actually break free to remove it, re-applying a stun and breaking free doesn't remove it, purge doesn't remove it, curse eater doesn't remove it, hex proof doesn't remove it...

The only fix was to completely leave cyrodiil then have to requeue back in and pray it's not during a very busy time that puts you in a 30-60 minute queue.

Some counter arguments to popular outcry against no proc Cyrodil

(1) blah blah blah diversity

Answer 1: Current meta with no restrictions create only an illusion of diversity, while completely invalidating the fairly well-designed and interesting combat mechanics underlying ESO pvp.

The truth is, there are only a handful of sets worth running and 90% of them are proc damage / proc healing sets. The proc damage/healing sets offer no meaningful differences in mechanics or interactivity.

Some examples:
  • would you rather hold left click to do insane damage for free (heavy attack sets) or tap left click to do the same (Syvarra's)?
  • Or would you rather proc an insane dot by casting splitting trap (oblivion's foe) or by casting crit rush (unleashed terror)?
  • Do you want your left click to proc crows (Unfathomable Terror) or do you want your left click to proc swords (Morkuldins)?
  • Do you want a green beam to heal you for free (Chokethorne), a red beam (Engine Guardian), or red particles (Earthgore)?
  • Do you want to see random meteors fall from the sky for 4k (Skoria), or would you rather see a random bear crush somebody for 6k (Selenes)?

The differences in proc conditions are minute and all of them result in breaking the balance of global cooldown management. In such an environment, the combat is not readable beyond "I better watch out for random damage that can come in any form at any time with almost no relation to positioning, timing, or resource management".

Answer 2: What diversity that IS created by the current meta is actually detrimental to the overall enjoyment of the game by its playerbase.

I concede that some of these ridiculous sets can be combined to create some unique builds. The problem is most (probably all) of these "unique" builds basically make the game more boring and frustrating to play. Prime example of this would be 80k thew's block tanks. The entire playstyle consists of putting yourself in a bad position and holding right click until you get low, pressing "R" to pop Goliath, and then dying after your ulti runs out. Or consider the 40k HP werewolf with insane defense/hp regen stacking that simply becomes a DPS / movespeed check.

(2) you're just bad and that's why you can't handle procs

We crushed with procs and we still crush without procs, the only difference is that without procs the combat is more readable, there are more options in any situation, and the skill ceiling is higher. Same victories, just more enjoyable.

No excuses now when you lose either, it's either lag or you made a mistake. (Reality check: it's not always lag)

(3) no one does damage in no proc Cyro

maybe don't stack 38k HP with 4k hp regen on your stam necro and then complain about how you don't do damage

(4) sorcs are OP broken and unbeatable

if @Kitashngmr is 1vXing overload sorcs on the regular in a 25k HP medium armor stam dk without wings, this is probably just a learn to play issue

(5) what about class imbalances

Answer 1: They exist with or without procs. In the proc environment, you saw a lot less sorcs and stam nbs because the procs favored stand and fight classes. In the no proc environment, you see a lot less mag DKs because they need some help.

Answer 2: If we're going to have class imbalances anyway, I'd rather have class imbalance in an environment where the combat mechanics actually make sense and the player's skills matter more

Answer 3: In a no proc environment, we can see class imbalances more clearly, which makes it easier to identify potential fixes

(6) class action law suit? "promissory estoppel?"

Please stop, YOUR specific intent in buying the DLC just to use a couple items for a relatively small part of the entire product doesn't invalidate the fact that every time you bought said product (the base game and any DLC), you signed (accepted) a written contract that contains a commonly understood and expected clause explaining that the developers are free to make balance changes that impact your use of the purchase.

(7) But I didn't read the contract

But you could have, and you also declared that you did read it by signing it / accepting it.

(8) But I don't like it

Sorry to hear that.

(9) but in a perfect world I could sue ZOS over this and win

BAD ENDING: You win the class action lawsuit and set a legal precedent that cripples future developers from making any big changes to their games, no matter how necessary it may be to balance the game and make it more enjoyable. You spend your class-action lawsuit earnings of $2.50 on microtransactions for your next game while flaming its developers for not having the balls to make risky changes to their game. Everyone loses.

My 2 cents on the extended no proc Cyrodil:

Is it ideal? No.

In a perfect world, we could have 2 separate campaigns, or ZOS could immediately code in a way to selectively ban certain sets in Cyrodil without breaking the rest of the spaghetti code, AND be able to pick the right sets to ensure quality balancing, or we can even have both at the same time.

This is not that world, and I'm willing to accept that. I think no proc Cyrodil is plenty interesting. There's enough variety if you're willing to accept that maybe you aren't the absolute master of the game as you think you are. If you can find 2-4 people to play with, you'll find there are plenty of things you can do in terms of team play and composition. And we will eventually end up with the "ideal" scenario as ZOS has already stated they will work toward proc AND no proc servers, and also expanding the allowed stat sets.

A lot of the complaints about how no proc Cyro plays is a learn to play issue. Why do I believe this? Because all week long we snack on the same OP sorcs that according to the forums cannot be beat while half paying attention to the game. Because I watch good players in apparently "trash" classes 1v2 overload sorcs in open world.

Just the other day, somebody linked a video of a 38k HP stam necro complaining that no proc cyro is boring and you can't kill anyone. At roughly the same time we were farming 100k+ AP worth of kills inside an enemy keep, outnumbered in a 4 man group with no healer with "bad" off-meta classes.

If you're having trouble getting kills because you stacked 38k HP on a stamcro with 3k hp regen, this is the epitome of a learn 2 play problem. Maybe it turns out that malacath and vat 2h was carrying your damage and you need to make some adjustment to your build and risk dying in a 1v1 in order to get damage.

To those of you who dislike what ZOS is doing and have simply decided to say "I don't like this, I want to use my sets, I don't mind procs, and I'm unsubbing", I respect that.

Best of luck on your next game and your life in general. I'll keep playing and I believe there will be plenty of people playing once this patch hits.

Rewards of the worthy sets are trash

They are PvP sets that are rewarded to PvPers. But now we cant use them in PvP. It cant get more ironic. Dont get me wrong they were always bad but now they are officially bad. Developers should realise this and improve this situation.

I think those 19 enabled sets should drop, maybe except DLC dungeon sets for ZoS reasons. Personaly I am ok with alliance potion drops too.

What do you think?

So, the new patch is out and everyone in the game seems happy (not so much on the forums tho). Some heavy changes were made, some are good, some are really bad or useless... Still, i can't ignore the feeling that i'm being punished.

The New CP system is out and he's telling you "see, i'm not completely different, DPS will be the same if you grind some more CP's" but... NO. I'm sorry game but i saw what you just did. Now you need ~250k-300k XP to gain a CP instead of the previous 450k-500k, okay, why not, fine, but that also means that HALF OF THE XP i gained before this update is just deleted from my account ! I mean... WHAT ?
I played the game for years, grinding some CPs to reach the caps, then when i was 600 i stopped having care for it and just hit 880 without noticing... And now the game is telling me : "Look you have to grind more CPs to get the soft cap" and he's taking half of my progression in the process ?!

Why the hell should i be happy to grind AGAIN to hit a [snip] soft cap when the game deletes me about 1 year of XP ?!

Does it seems normal to you that an update litteraly tells you "your progress over the yers don't matter, not even a little bit" ?
Don't get me wrong : i love the game. But it's the first time i have a feeling like this... And i don't think that only for me, i think of every player who gets it too...

Can it scale off of our highest stat? Maybe cause fire damage if so since melee builds are either Templar or MagDK typically.

Or can scalding rune finally apply Minor Force?

And don't say channeled acceleration is viable comparatively. It's, okay, comparatively.

Should we expect to shelf our addons for a little while, or are addon authors able to work on things during PTS? Thank you for your time.

What options with 1482 CP for a Healer/DPS

I have four (4) Characters that with the old CP using the 810 CP I could Heal or DPS with just a simple bar swap for overland and Normal Dungeons & Trials. While for some Vet Trials a one bar weapon swap and a few skill changes depending on the Vet Trial and if I am Healing or DPS.

With the new CP and the "unlocked"1482 CP can cannot do this. Since Heals and DPS are opposite side of the "Tree" and will take much more CP that I have to enable both sides.

Should I just leave one (1) to Heal only? And make the others DPS only?


I feel Robbed.

I don't have a problem with the new CP system but...

To have earned Millions of EXP just to go up a single level that now only requires LESS THAN A 3RD of the amount of EXP that has just been stolen from me.

I don't have the words to express how disappointed and just P.O.d I am right now without getting banned.

Of all the updates over the years I have taken in stride... This one is just unreal.

I want my Levels for the EXP I gained.

Gaming in general is a waste of time but It has never been more evident than right now...

So what weight does stamina wear this patch?

I've been running 5M 2H on my stamina casual pve char, but I don't like the penalties anymore. For this patch, I was thinking of 7 medium, which seems suitable for stamina DPS and even tanking easy dungeons. What do you guys think?

You don't have to grind all the way to 3600 cp to feel competitive. In fact, below cp 810 your damage will actually increase.

Now I know these big changes really hurt, I remember how much the Morrowind sustain nerfs hurt... everything. If it is really pissing you off take a break, calm down and come back you won't be forced to grind cp. This game has plenty of things to do that aren't trying to get Trial high scores.

I don't know what it was, a combo of the new CP and the lack of no skill proc sets but last night was some of the best stability I've seen in cyrodiil in a very long time. I've been around since beta and fell in love with eso pvp back in 2014. The fact I can see large scale fights and the whole game doesn't have a seizure is amazing. Did anyone else experience this last night?
